CDM2015 - What is it?
In Basic Terms
CDM is a set of regulations that apply to ALL construction works in the UK whether this is domestic, commercial or temporary works. There are duty holders that are required to comply with the regulations such as the Client, Principal Designer, Lead Designer, Designers, Principal Contractor and Contractors.
CDM is designed to manage health and safety risks during construction projects from concept to completion.
The overarching goal of CDM is to protect the health and safety of everyone involved in a construction project including the general public

The CDM Process

CDM is a phased approach to managing health and safety throughout a construction project. Each phase has various requirements and responsibilities.
-
Pre-construction Phase - Involves planning and preparation, appointing duty holders, preparing the Pre-construction Information Pack, identifying potential hazards
-
Pre-contract Phase - Once suitable Pre-construction Information is available the project can go to tender or the preferred Principal Contractor in preparation for the construction phase
-
Construction Phase - The Principal Contractor takes on the responsibility for managing health and safety on site. Important items here are drawing up a suitable Construction Phase Plan prior to commencement, setting up and securing the site, monitoring site conditions, managing contractors, consulting with duty holders on health and safety risks, etc,
-
Post-construction Phase - This involves handing over the completed site to the Client ensuring the building / construction works are safe and fit for purpose. A health and safety completion file will be required incorporating all documentation associated with the works including operation and maintenance manuals for the Client to retain for ongoing and future use
